Discussion: The SR 91 North Turn Lane Improvements, Costs Estimates and Recommendations.
Executive Summary: The SR 91 North Turn Lane Improvement project design includes the evaluation of the addition of left turn lanes at Valley View Road, Herrick Park Drive & Hines Hill Road, resurfacing of SR 91 from Brandywine Drive to Middleton Road, the installation of a sidewalk on one side of the road, and bike lanes on both sides of the road from Brandywine Drive to Middleton Road. The City of Hudson staff has completed a feasibility study and public open house for the project and would like to review the improvement options, cost estimates and recommendations with City Council.

Purpose & Explanation
The City Administration would like to discuss with City Council the SR 91 North Turn Lane Improvement project, project options, cost estimates and recommendations. (See the attached roadway typical section, widening alternates summary and plan sheets)
The study and design of the State Route 91 North Turn Lane Improvements was divided into two phases due to a number of unknown design elements. The first phase of design included a feasibility study which focused on reviewing major project factors including the elimination of the heaving roadway shoulders, the need for turn lanes at Valley View Road, Herrick Park Drive and Hines Hill Road, providing bicycle/pedestrian facilities and providing storm water improvements. The initial phase of design included a traffic study that determined that turn lanes at Valley View Road, Herrick Park Drive and Hines Hill Road are warranted due to a high frequency of rear-end collisions. The study evaluated the potential environmental impacts and right-of-way takes involved with widening the road in these areas. Following the development of the feasibility study, a public meeting was held to gather comments from adjacent land owners on the overall project components and potential impacts.
A summary of the widening alternates, project impacts and cost estimates are also attached for further reference.
Timing Considerations
A consultant will be selected to begin the final phase of design after Council has provided input on the first phase of design. The anticipated schedule for the completion of the construction of the improvements is 2019.

The City Administration recommends City Council approve Alternate A1, with 11-foot turn lanes at Hines Hill Road, Herrick Park Drive & Valley View Road, 5’ bike lanes on both sides of the roadway and an eight (8) foot sidewalk on the east side of the road.
