Purpose & Explanation
The City Administration is requesting a comprehensive traffic study of the Downtown Business District, for the proposed Downtown Phase 2 Project.

This traffic impact study will assess existing conditions and will utilize software to evaluate the traffic patterns of the proposed phase 2 development as defined in the August, 2017, Concept Plan from MKSK and the building uses of the development. The study will collect existing data, analyze the data and make recommendations and cost estimates on scenarios as described in the Request for Proposals (RFP). The study will review the adjacent areas of the proposed development and intersections along with an evaluation of the Owen Brown St. traffic calming, closure and realignment options between SR 91 and Morse Road. The study will also evaluate the Norfolk Southern Railroad underpass. The study will review new and innovative technology and review different scenarios for the proposed phasing of the project.

The City Administration requested qualification proposals from various traffic consultants and after a thorough review of the proposals and interviews by the City, we are recommending TMS Engineers, Inc. of Twinsburg, Ohio, for their cost of $41,920.00; and we are requesting a 15% contingency for a total not to exceed cost of $ 48,208.00.
