Purpose & Explanation
The City Administration is requesting City Council approval to advertise, bid and award contracts for the 2018 four (4) annual capital maintenance road programs which include the Line Striping, Crack Sealing, Concrete Replacement (includes Sidewalk Connectivity) and Asphalt Resurfacing Programs. Each of these will be bid out separately, with the exclusion of the sidewalk connectivity, this will be combined with the concrete program as one project.
Timing Considerations
Upon authorization to proceed by the City Council, the administration intends to advertise these programs at the end of 2017 in order to obtain better pricing and more bidders for the construction in 2018. Staff will only return to Council if the bids received are in excess of 10% of the Engineer's Estimate; otherwise the City Manager is authorized to enter into contracts with the lowest and best bidder. Staff is also requesting that a 10% contingency amount be added to the contracts with the lowest and best bidder.
