Executive Summary:  Staff is seeking authorization to apply for a Community Development Block Grant to provide funding assistance to cover the cost of renovations needed to make the new City Administrative Office facility compliant with the Americans with Disabilities Act and more accessible for seniors.

Legislative History

Resolution No. 93-35: Council approved an “Agreement of Cooperation with the County of Summit for the Community Development Block Grant Program” on June 21, 1993.

Resolution No. 94-137:  Council authorized a CDBG Funding Agreement for the City of Hudson Village Town Hall Americans with Disabilities Act Compliance and Improvements Project; passed October 19, 1994.

Resolution No. 14-118: Council authorized an amendment to the Agreement of Cooperation on December 3, 2014.

Purpose & Explanation

The County of Summit is an entitlement community which receives funds from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program.  The funds are used to assist low-moderate income persons/households and seniors by providing funding for programs detailed in the 2015-2019 Consolidated Plan.

Staff is seeking authorization to apply for a Community Development Block Grant to provide funding assistance to cover the cost of renovations needed to make the new City Administrative Office facility compliant with the Americans with Disabilities Act (ADA) and more user-friendly to seniors.  The estimated cost for related ADA improvements is $84,150, including ADA compliant restroom improvements and an exterior access ramp.

The total cost of renovations for the new City Administrative Office facility are estimated at $232,376.76, including the above ADA improvements.

Timing Considerations

The grant application is due October 23, 2017.

Suggested Action

Staff recommends that City Council authorize the City Manager, or her designee, to apply for U.S. Department of Housing and Urban Development Community Development Block Grant Program funding through the Summit County Department of Community and Economic Development and declaring an emergency.
