Executive Summary: This project will involve the installation of a new 12” watermain to provide drinking water and fire suppression to properties along Hudson Drive near the Hudson Gate Drive intersection.

18-42: Resolution to Advertise, Bid & Award for the Hudson Dr. Waterline Extension Project
Purpose & Explanation
The Engineering department developed the plans for the Hudson Drive Waterline Extension project based upon an alignment starting at the Metro RTA railroad tracks, along the Summit County Metro Park Bike & Hike Trail, and then north on Hudson Drive from the Bike Trail to an area north of Hudson Gate Drive (see Exhibit A attached). This alignment includes horizontal directional drilling of the new water main under the railroad tracks owned by Metro RTA and under the bike trail maintained by Summit County Metroparks and owned by the Ohio Edison Company.
Bids were received on July 10, 2018 for connection to Hudson water. Below is the Engineer’s Estimate along with the respective bids.
Engineer’s Estimate: $446,925 (base bid estimate)
M. Campbell Contracting $569,321 (27% over estimate)

Staff spoke with the contractors that bid the project who indicated that the escalated costs are due to general increase in labor and material costs, specifically steel prices since the project was designed, current contractor workloads, and the complexity/limited accessibility of the water main connection under the railroad tracks and along the bike trail due to Metro RTA and Summit County Metroparks requirements. The revised estimate for the total project cost is $733,210 which is based upon the bids received, contractor feedback, and easement/licensing fees for the water main on the Metro RTA and Ohio Edison properties. A breakdown of the revised cost to connect to Hudson water is shown below:

Staff is also evaluating alternate alignments for the proposed water main including utilizing a connection to an existing 12” water main along Hudson Drive owned by the City of Akron (see Exhibit A attached). The estimated project cost for the alignment along Hudson Drive connecting to the Akron watermain is $350,000. A breakdown of the cost to connect to Akron water is shown below:

Staff is requesting Council’s input on the final alignment selected for the re-bidding of the project.
Timing Considerations
This project will be rebid as soon as allowed, and staff will return to Council for contract award.
