A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR A SMALL UTILITY ENTERPRISE LICENSING AGREEMENT WITH ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. (ESRI) FOR A GEOGRAPHIC INFORMATION SYSTEM (GIS) PROGRAM; AND DECLARING AN EMERGENCY.
Brief Description: This legislation will extend our existing small utility ELA with ESRI allowing the City to continue using ESRI's GIS mapping suite to manage the City's GIS program. The term of the contract is three years at a total cost of $36,600 ($12,200 per year).

Purpose & Explanation
The City has relied on ESRI to operate our GIS system for more than 23 years. This system is a valuable asset that is extensively used by City staff, contractors, and the public. ESRI is the industry leader in GIS mapping software and serves as the exclusive provider, eliminating the need for competitive bidding.
The proposed pricing reflects an increase of approximately 10% compared to three years ago. This agreement includes unlimited user access, which saves the City at least $15,000 annually compared to purchasing individual licenses. Providing unlimited licenses ensures that all staff members can utilize the software and its associated mapping tools without restriction.
