Purpose & Explanation

The Northeast Ohio Regional Sewer District’s (NEORSD) Community Cost Share Program provides funding to member communities, like the City of Hudson, for community specific stormwater management projects. 25% of the total annual Stormwater Fee collected from each community is allocated to the Community Cost-Share Account of each Member Community.  These funds would be used to reimburse the City for the construction costs associated with the Ravenna Street Culvert Repair Project and portions of the Ingleside Drive Bridge Replacement Project and Barlow Community Center Dam Improvement Project.  These projects were selected as they have regional impacts within the Brandywine Creek Watershed.  Staff anticipates that both Ravenna Street Culvert Repair Project and Barlow Community Center Dam project will then be 100% reimbursed from the Northeast Ohio Regional Sewer District (“NEORSD”).  The Ingleside Drive Bridge Replacement Project would be partially funded by a State of Ohio Municipal Bridge grant, NEORSD funds and City funds. 

The NEORSD CCS Program generates approximately $120,000/year.  The current Hudson Community Cost Share balance as of December 2020 is approximately $419,000.  NEORSD stated at the end of last year that $108,407.00 needs to be spent or earmarked for a specific project by July 1, 2021, since these funds are 5 years old.  Staff recommends that these three projects should receive Community Cost Share funding.

City staff has estimated that the construction costs associated with the Ravenna Street Culvert Repair Project are $85,000.  The design of the project is being performed in-house with our staff and construction of the project is anticipated this summer. 

Through the public input process and the study during the on-going design of the Barlow Community Center Dam Improvement Project, City staff has identified that dredging of the lower lake would improve water quality and the lake’s aesthetics.  The cost of dredging the lower lake is above the grant funding already received from NEORSD for the design and construction of this project.  The estimated cost for dredging of the lower lake is an additional $50,000.  There is no need for dredging of the upper lake, this was dredged in a previous project in 2011.  The Barlow Community Center Dam Improvements Project is anticipated to be constructed this summer.

Cost increases for the Ingleside Drive Bridge Replacement Project were realized during the public input process and during the detailed design.  Based upon public input, the alignment of the bridge was shifted to alleviate private property impacts.  By shifting the alignment, an existing sanitary sewer located on the east side of the bridge was impacted and needs to be removed and replaced during construction.  Residents also requested that new trees be planted after the project to help re-establish the natural setting and provide screening after project completion.  Lastly, the public input process resulted in the selection of a bridge railing type that added costs compared to the standard ODOT bridge railings.  Also identified during the design was an artesian water source that required a more complex bridge foundation.  The estimated costs for the items noted above increased the project estimate by $176,000.

The total cost reimbursement request to the NEORSD Community Cost Share program would be a total of $311,000.00 ($85,000 (Ravenna Street) + $176,000 (Ingleside Drive Bridge) + $50,000 (Barlow Community Center Dam)).  

Timing Considerations

Following the review and approval of this Resolution by City Council, the City will apply and secure approval from NEORSD for use of the Community Cost Share funds.  After NEORSD approves the funding, staff will return to City Council for permission to bid, advertise and award each project.

Staff recommends that City Council authorize the City Manager to enter into the Community Cost Sharing Agreements and into a contract with NEORSD for the construction costs associated with the Ravenna Street Culvert Repair Project and the dredging of the Barlow Community Center Dam Improvement Project.
