Brief Description:  The Ingleside Drive bridge is in poor condition and rated structurally deficient. The project consists of the replacement of the bridge over Brandywine Creek.

Purpose & Explanation

The City was awarded $977,400 through the State’s Municipal Bridge Fund for the construction costs associated with the replacement of the bridge on Ingleside Drive over Brandywine Creek.  The City is responsible for all costs above the grant amount.  The current total construction cost of the project is estimated at $1,160,000.  

The project design includes the replacement of the bridge over Brandywine Creek, new drainage improvements along the roadway and resurfacing of Ingleside Drive from Boston Mills Road to just north of the bridge.
  The study and design of the Ingleside Drive Bridge Replacement Project is anticipated to be completed in the Fall, 2020.  The project is expected to be bid in late 2020 with construction scheduled for 2021.  

Ingleside Drive is a dead-end street.  At the bridge location, the asphalt road is only 15-feet wide.  Due to the need to maintain safe, two-way traffic for emergency vehicle access for the duration of the project, both temporary and permanent pavement widening is necessary while the bridge is being demolished and reconstructed in phases.  In addition, the contractor must build a temporary access path along the edge of the roadway in order to access the bridge foundation during construction. 

Due to the necessary project footprint, temporary construction easements for access and grading will be necessary from six (6) property owners within the project area.  

The acquisition of the temporary access easements is being 100% funded by the City of Hudson.  However, as the construction costs for the project are being partially funded by the State, the acquisition process must follow federal requirements and the consultant performing the work must be pre-qualified by ODOT.
   The consultant performing the right-of-way acquisition services is responsible for the title research, fair market value appraisal/estimate, communication with property owner and negotiation of an agreed sale price for the temporary easement.

City staff selected seven (7) ODOT pre-qualified right-of-way consultants to submit a technical proposal and a separate, sealed fee proposal, for the acquisition services.  

A total of six (6) of the consultants submitted proposals. City staff reviewed all of the technical proposals and selected the top three (3) consultant’s technical proposals. City staff then opened those top three consultant’s sealed fee proposals and selected the consultant with the lowest fee to perform the property acquisition services. The consultant with the best technical proposal and lowest acquisition fee is AECOM. The total design fee for AECOM is $18,390.00. Costs for the other two consultants whose fee proposals were opened are noted below.

As part of our due diligence, the City spoke with ODOT regarding typical fees for this type of services.  Based on the ODOT Fee Guidance information provided, the fee proposal submitted by the right-of-way acquisition consultant is within normal range for this type of project.

As with other professional service contracts, we are requesting a 10% contingency to handle any minor changes in the scope of services. For this contract the 10% amount would be $1,839.00 for a total budget amount of $20,229.00. For any considerations above this requested amount, the City staff would return to the City Council.

Staff recommends City Council approve this Resolution authorizing the City Manager to enter into a professional services contract with AECOM for the right of way acquisition services for the Ingleside Drive Bridge Replacement Project for the not-to-exceed amount of $20,229 which includes a 10% contingency.
