Brief Description:  This Resolution would authorize an increase of $73,150 to redesign the Veterans Trail Phase 3 project including environmental permitting and coordination, trail design, and drainage design work above the original design contract with Michael Baker International from 2018 of $279,000.00.

Purpose & Explanation

The original Veterans Trail Phase 3 construction contract was terminated on February 3, 2020 due to resident feedback.  Since then, the Hudson Park Board voted in November, 2020 to recommend proceeding with an alternative Veterans Trail Phase 3 project to install an 8-foot-wide gravel path from Cascade Park to Barlow Road (see attached map). 

 

Summary of The Proposed Redesigned Veterans Trail Phase 3 Project:

 

- Install an 8’ wide gravel trail approximately along the existing trail route at grade to minimize tree clearing and grading.

- Keep the originally designed bridge.

- Keep the originally designed Milford Speed table.

- Keep original pavement marking plan along E. Case Drive and Milford Rd.

- Evaluate ways to improve drainage to the rear yards of Nicholson Drive properties adjacent to the project.

- Complete final design of new stormwater detention improvements on Ellsworth Golf Course to reduce flows to affected properties near 5811 Nicholson Drive.

- Re-coordinate existing and new environmental permitting required.

 

Re-Design Fee Analysis:

The City negotiated the scope and fee with Michael Baker International over the last month and settled on a fee of $66,500.00 for the re-design.  The negotiated fee is in line with the design fee of similar projects.  This includes environmental design and permitting, trail design, drainage design, and utility coordination.

For this professional services contract we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the plan development. The 10% amount would be $6,650.00, for a total budget increase of $73,150.00.  For considerations in excess to this amount, we will return to the City Council for any additional funds necessary to correct or adjust the situation. 

Construction of the both the trail project and storm water management feature is scheduled for 2022.
