Purpose & Explanation
ODOT has a process that allows the LPA to administer projects that can use Federal funding vs. utilizing ODOT for this process. The process requires the LPA to enter into an agreement with ODOT for this process. The agreement requires the LPA to follow the federal process for items such as, consultant selection, bid process, contracting invoices, using domestically made materials, and the environmental clearance documents. The LPA process allows for more local control of the design, construction administration, cost and schedule.
The City is responsible for 100% of the design and environmental fees. The construction costs will be funded by ODOT at a rate of 80% (Federal Match) 20% (Local Match). Current total Federal Funds allocated for this project = $500,000.
Timing Considerations
The design to begin in 2015. The construction is scheduled for 2019.

Recommendation
Staff recommends that City Council approve the Resolution authorizing the City Manager to enter into an LPA Agreement with ODOT for the Veterans Trail Project as described above. We are requesting that an emergency clause be added to the Resolution in order to expedite the project as it protects the public welfare and safety within this area of Hudson.
