Purpose & Explanation

The Ingleside Drive Bridge replacement project includes the removal of an existing, failing bridge over Brandywine Creek north of Boston Mills Road.  In 2017, the City applied for and was granted ODOT Municipal Bridge Grant funds in the amount of $977,400. The original project estimated cost was $1,221,750. 

During the design, the City held numerous meetings with residents to collect public input.  The comments were then reviewed with the consultant on how to incorporate into the project.  Comments included requests to shift the bridge alignment to alleviate private property impacts.  By shifting the alignment, an existing sanitary sewer located on the east side of the bridge will be impacted and need removed and replaced during construction.    Residents also requested that new trees be planted after the project to help re-establish the natural setting and provide screening after the project completion.  Lastly, the public input process resulted in the selection of a bridge railing type that added additional costs compared to the standard ODOT bridge railings.    Also identified during the design was an artesian water source that required a more complex bridge foundation. 

The current estimated costs of construction of the project is now $1,453,036.20 of which $977,400 will be paid with ODOT funding.  The remainder is the City’s construction cost of $475,636.20.  The construction estimated costs includes a 10% contingency ($1,320,942 - base + 132,094.20 - 10% contingency). 

To assist with offsetting the increase in construction costs, City staff is requesting to use $176,000 of NEORSD Community Cost Share Funds. 

Due to anticipated, on-going, city project construction management and inspection requirements, city staff anticipated not having availability to cover the full-time inspection and construction administration for the six-month duration of the project as required per ODOT.   This cost is estimated at $165,000.  Staff will return to Council for the construction administration and inspection contract after requesting and reviewing professional construction management proposals.

The project is scheduled to be formally bid in April and roadway construction would begin in May 2021.  The construction duration will be approximately six (6) months.

Staff recommends that City Council approve this authorization for the City Manager to advertise, receive bids, and enter into a contract for the Ingleside Drive Bridge Replacement Project.
