 Purpose & Explanation
The Ohio Department of Transportation (ODOT) has a program that allows the LPA to administer projects that use federal funding vs. utilizing ODOT for this administration.  The process requires the LPA (the City of Hudson) to enter into an agreement with ODOT defining the LPA responsibility.  The LPA process allows for more local control in terms of design, cost and schedule of the project.  The agreement requires the LPA to follow the federal process for item including, right-of-way acquisition, selecting consultants, contracting, invoicing, using domestically made materials and the environmental clearance procedures on the projects.  
The following LPA Projects have received additional Federal funding from the Akron Metropolitan Area Transportation Study (AMATS) in the last round of funding and will require the LPA to assume 20% of the local match, including any cost overruns.  ODOT will match a maximum of 80% of the eligible right of way and construction costs for each of the State Transportation Project Funding (STP).  The following is the funding schedule for each project:

Recommendation
Suggested Action
It is recommended that City Council approve the resolution authorizing the City Manager to enter into the amended LPA agreements with ODOT for the listed transportation projects as outlined in this resolution request.  We are requesting an emergency measure necessary for the immediate preservation of the public health, safety and general welfare and for the further reason that it is immediately necessary to authorize the agreement which is subject of this Resolution in order to meet construction schedules and to keep this public infrastructure safe for travel.
